On September 29 at approximately 2:00 a.m., a Calcasieu Parish Sheriff’s Office Vehicle Crimes Unit detective observed a man, later identified as Jeffrey W. Hebert, 39, Moss Bluff, walking on Mark Lebleu Road in Lake Charles towards a truck that was parked in some brush.
When the detective approached Hebert and the truck, he observed a large amount of cut copper wiring and burglary tools in the bed of the truck.
